As the Executive Director for the Cyberskills Management Support Initiative (CMSI), Ms. Forney supports the Undersecretary for Management (USM) for cybersecurity initiatives that impact the department. Ms. Forney has over 20 years of private and public. Information Technology and Program Management leadership experience. Ms. Forney has been an instrumental figure in the field of cybersecurity – directing and overseeing the strategic management of the unique needs of the cybersecurity workforce.

Prior to her selection as the Executive Director for CMSI, Ms. Forney served as the Deputy Director for the Balanced Workforce Program Management Office assisting the Office of the Chief Human Capital Officer (OCHCO) and its line of business partners with improving Balanced Workforce Strategy (BWS) guidance, and instituting standard workforce review processes, and supporting Component implementation of the BWS. Ms. Forney played an intricate role in the development and procurement of the Balanced Workforce Assessment Tool (BWAT). Ms. Forney also served in a management capacity for the Human Capital Business Systems (HCBS) Project Management Office (PMO).

Before joining DHS, Ms. Forney was the Branch Chief within the Business Intelligence Division for the General Services Administration (GSA). Ms. Forney advised and provided instrumental program management support to senior executive staff and facilitated communication and acted as a liaison between business and information technology stakeholders.

During her tenure Ms. Forney was instrumental in providing oversight and guidance in developing innovative enterprise solutions such as the Federal Acquisition Service (FAS) FASToday Liferay Portal. Ms. Forney led the successful implementation of this program which provided users with online engagement capabilities that fostered real-time collaboration across the enterprise and allowed users to control their own web content. Ms. Forney assisted with the GSA initiative to transition to Google mail. During the migration Ms. Forney led and was responsible for establishing a migration plan and governance model for FAS’s Migration of over 1200 Domino application that were dependent on their current Lotus email platform.

While at the GSA, Ms. Forney led the Presidential Transition Team web team which provided support to the transition team staffers. Formally, Ms. Forney was successful in collaborating with the Unisys Director of Enterprise Security Initiatives, United Kingdom and assisted in developing a security framework model for Unisys Federal.

Ms. Forney holds a Bachelor of Science from DeVry University and a Master of Science in Engineering Management from George Washington University as well as her Certified Information System Security Professional certification (CISSP) and Project Management Professional (PMP).
