Mr. Talbot was detailed in June 2011 to his current position where he is responsible for implementation of a national strategy for the development of National Security Professionals.
Prior to this assignment, Mr. Talbot served as the Associate Administrator for Management and Administration at the National Nuclear Security Administration. The Associate Administrator is responsible for the management and operations of the Administration’s planning, programming, budgeting and evaluation function; human capital management; acquisition management; and, administrative operations.
Previously, Mr. Talbot served as the Assistant Deputy Administrator for Nuclear Safety and Operations within the Defense Programs Directorate. In this position he provided direct management support to the Deputy Administrator for Defense Programs in the delivery of National Security objectives related to Nuclear Safety, Environment, Safety and Health, Site Operations and Performance, Quality Assurance, Facility Operations and Construction. In his initial assignment in the Department of Energy, he was the Manager for the Nevada Site Office. Born in Philadelphia, Pennsylvania, Mr. Talbot holds a Bachelor Degree in Electrical Engineering from the University of Miami, Florida. Mr. Talbot has been a career member of the Senior Executive Service since December 2006.
Mr. Talbot retired from the Navy as a Rear Admiral and his last active duty assignment was as the Director, Military Manpower and Personnel Policy Division (N13). Rear Admiral Talbot served in a wide variety of sea and shore positions. His shore tours comprised a diverse set of duties in Washington, D.C. serving with the Department of Energy (Naval Reactors) as a special Assistant to the Director; the Bureau of Naval Personnel as the Nuclear Enlisted Program Manager; and Executive Assistant to Assistant Chief of Naval Operations (Undersea Warfare), student at the National War College, Deputy Secretary, Joint Staff, Director, Submarine/Nuclear Power Distribution Division (PERS-42) and the Nuclear Propulsion Program Manager (N-133) at the Bureau of Naval Personnel. Selected for Flag rank in April 1999, his first Flag position was Director, Navy Staff.
Rear Admiral Talbot’s operational and sea duties include USS SILVERSIDES (SSN 679) and USS SUNFISH (SSN 649), Junior Officer; USS POLK (SSBN-645), Chief Engineer; USS ASPRO (SSN-648), Executive Officer; USS TAUTOG (SSN-639), Commanding Officer; Commander, Submarine Squadron EIGHT; and Commander, Submarine Group TEN.
His personal awards include Navy Distinguished Service Medal; Defense Superior Service Medal, Legion of Merit (three Gold Stars), Meritorious Service Medal (two Gold Stars), Navy Commendation Medal (three Gold Stars), and the Navy Achievement Medal.
Mr. Talbot and his wife Judye reside in Arlington, Virginia. They have one married son.
