Planning Note (11/3/2020):

A typographical error has been identified in Section C.2.1 on page 68.  The rule described in the first sentence ends "\( \ldots + (n_{1} * 2) + x_{n}.\)" The correct notation is " \(\dots + (x_{n-1} * 2) + x_n.\)"

This correction will be incorporated in the upcoming publication of the Digital Signature Standard, in FIPS 186-5.
