Definitions:

A service deemed to be more efficiently or effectively accomplished in a consolidated manner that is developed and maintained on behalf of the Intelligence Community by one or more Intelligence Community elements designated by the Director of National Intelligence, in consultation with affected heads of departments or Intelligence Community elements.
